The 2025 edition of the World Forum for Democracy is now open, focusing on how the erosion of trust in democratic institutions and processes threatens the legitimacy, stability, and resilience of democracies against both internal and external challenges.

This year’s Forum emphasizes the active involvement of youth. It aims to ensure meaningful participation of young leaders in every aspect of the event. The initiative also promotes integrating youth perspectives in discussions around the risks facing democracy. It serves as a platform for young people to identify and share key global concerns, priorities, and trends related to democracy, while fostering intercultural dialogue and cooperation based on democratic values and human rights.

Travel expenses and visa costs will be reimbursed upon submission of valid receipts, following Council of Europe regulations. Only those who participate in the full program, including pre-forum activities and the forum itself, will be eligible for reimbursement. Travel tickets can also be prepaid if requested in advance. Reimbursements will be processed via bank transfer after the event.

Accommodation and meals are fully covered by the Council of Europe for the duration of the event. Participants will be hosted at the European Youth Centre in Strasbourg from 2 to 8 November 2025. The centre is inclusive and fully accessible to youth with disabilities, with adaptations available to meet specific needs.

To be eligible, applicants must be between 18 and 30 years old and able to communicate in English. They should be actively engaged in youth or civil society organisations addressing democracy through innovative approaches. Candidates must be motivated to contribute ideas and experiences related to democratic renewal and be available for the entire duration of the forum and its preparation phase.
